An unclassified analysis of China’s ‘Thousand Talents’ program has named it a project to “facilitate the legal and illicit transfer of US technology, intellectual property and know-how” to China as part of the country’s aggressive “toolkit for foreign technology acquisition.” The program began in 2008 and is likely the largest and best funded of its kind in China. 44% of the program’s 2,629 recruits specialize in medicine, life or health sciences, with 22% in applied industrial technologies, 8% in computer sciences and 6% in aviation/aerospace. The remainder have acquired economics, finance, and math specialities from the US.
